Really depends on your definition of 1st and 2nd tier

I think 1st tier should be held by teams who have a shot at a national championship every single year. That only holds true to: Alabama, LSU, Georgia, Florida, Oregon, tOSU, Oklahoma, Texas, Stanford, Florida State.

There are a few that are borderline, like Auburn, USC, Michigan, Clemson, Notre Dame etc.

Va Tech and Nebraska are absolutely 2nd tier schools when it comes to recruiting.

Yes... yes they are. VT is worlds better than Nebraska, but you must be remembering 10 years ago like it was yesterday.
