I don't see why not. There is no local interest to drive anyone in Tampa to want to attend the game, so I imagine there will be few buyers and many sellers outside of the stadium.
LSU has said they've sold half their allotment, but won't pin down a number, so I'd guess they've sold a good bit less than half.
Iowa has nearly sold theirs, but even still you're looking at about 16K tickets being sold by the two schools. There are going to be TONS of tickets available.
The Sugar bowl, which is a much bigger game, in a better location, usually has a really soft secondary market when anybody but LSU, Bama, and maybe a small handful of others are there. I can only imagine what the Outback bowl has.
LSU is giving student tickets away, and running promotional giveaways in connection with the game. There are going to be tickets everywhere.

Only someone from Louisana would say New Orleans is a better location than Tampa. Wow.
