agreed... it's so subjective... often times QBs are rewarded for horrible underthrown passes where DBs have good coverage.

If you want to middle ground it just change the penalty yardage to 20 or 25 yards. Everything under that would be a spot foul like it is today.

The worst rule in all of sports is the "you fumbled out the endzone therefore touchback for the other team" rule.

The spot foul for PI in the NFL is bad, but it's no where near close to being severely punished simply because you fumbled in the wrong spot and the other team did nothing to earn it.
