I think it is a statewide policy in Alabama, because my son was a National Merit Finalist and got full tuition, room & board, and a technology stipend at Auburn. Since LSU doesn't have an Aeronautical program, he never considered going there, so we didn't have an offer to compare, but the deal he has is enough for me to yell "War Eagle" every once in a while.

LSU can offer less to in-state NMFs because they know that they will have the top level of TOPS.
I was one in 2004, and LSU gave me room and board, $2000 a year, put me in the Honors College (which meant priority scheduling, a huge perk for freshmen), all on top of the stipend from TOPS.
Had I been a non-resident, yes, I probably would have gotten more, but that is any state university. They all greatly prioritize out-of-staters.
