Eevee is the only exception to this. It learns all of its moves after evolving, so you should level it up as soon as possible.

Other pokemon can still learn moves after evolving. Such as Haunter to Gengar.

Pikachu to Raichu is an example of no moves learned after evolving.

You can get a guy to re-teach your pokemon old moves if you give him Heart Scales.
