The two players jamming Gonzales did none of those things. What they did was legal. The penalty wasn't even on them.

They encircled Gonzalez with their arms and impeded his movement downfield. That's why the flag ended up near Gonzalez and the ref just got the number wrong.
Also, thanks Falcons for kicking me out of a survivor pool while also losing this week in my fantasy league. What a bunch of morons.
