My impression is city employees do the bare minimum possible no matter which city; hence the crappy conditions.
But, I can totally see this also being a master plan to sabotage opposing teams.

Nope, guys on NFL Radio were talking and laughing about it all week. One of the sirius NFL guys who played for the Packers keep talking about how the Bears would make sure the field was shite to slow down the Saints just like they used to do to the Packers.

It looked awesome fromSec. 338 today. Happy to say most bear fans around us were good eggs. Arriving and leaving by boat was ultra cool.
