If the end game is to consume don't level it at all.
Consuming a level 40 hero costs you 1000 hero badges which is 2 slimes, or more than likely 1 slime and 1 low level possibly elite hero you could consume.
There's no way you come out ahead on any of the non-legendary heroes leveling then consuming them. I haven't leveled up any legendaries before consuming but when I get home I'll check what my level 49 extra druid would give me compared to my 77.

to save me from digging through the thread. Is there a TD clan on castle clash? My lvl 20 doesn't give me any more perk to consume than a lvl 1 -shrug-
