The NCAA doesn't own the field at TDA. They used a lot of city/state money to build it and that money isn't paid off yet. 5 feet is a decent project that would require a rebuild/move of the entire outfield. It's not like the box with the fence separate from moveable stands.

1. Build a retaining wall 5 feet in front of the current fence.
2. Fill in the space with dirt.
3. Plant pretty flowers on top.
