Y'all really don't understand how shite goes in ghettos do you? These guys don't travel across state lines very often, to say the least. They'll kill someone if they see them at the club or on the street. This isn't the fricking Mafia were they'll order a hit on someone from 10 states away. These are common thugs working a corner.
