So in a two minute, clock running situation it usually takes the official 11 seconds to remove one defensive player from the ball (who is only on the ball in an attempt to run the clock to begin with), and spot the ball ready for play?

I'm not talking from play end. I'm talking literally placing the ball on the ground once he has arrived at the exact spot of the dead play.

Irrelevant. In this case, the slowest party was Wisconsin's offense, who failed to set before the clock expired. No one kept them from being set.
