Espn player (european version of watchespn) is a pay service and usually has all games except the CBS games. The feed is ok - better than first row sports- and they have an ipad app.
Best way is to have a slingbox set up in the US. If that is an option, I would invest in the slingbox (get a hd version) and you will be able to see all you can when in the US.
Things like the CBS sports app are, I believe, subject to geographical restrictions based on your IP address.
There is no longer an ESPN channel on TV in Europe that shows college football. In the uk, there is an espn channel provided by BT (British telecom) and I think that is showing the TCU game. Further games are not guaranteed.
In short - it is a fragmented mess at the moment. slingbox is best if possible, if not, go with the ESPN player and hope you get to watch most of them. First Row is a last resort in my experience.

This is what I do. I'm in Germany now and will have to be here again during the LSU-UGA game. I stream to my Android tablet and it works great unless the wifi in the hotel is not fast enough or the bandwidth is being sucked up. You need to have at least 3MB/S upload speed at home to insure it can transfer HD. It's a good investment if you travel overseas a lot.
