Here's the lot. I guess he'd have had to fall from the top of the upper deck (right under the green roof, there's a gap between the fence and roof) for it to be a 65 foot fall. The concourse is the same height as the small red/white cube over to the right side of this view. That's a vendor stand.
I imagine if he didn't fall, a friend was messing around and trying to scare him and let him fall.
