Well they're not gonna straight say no in case it ever makes sense. For now it doesn't considering how poorly the music board has gone, why risk that again?

If it's not planned, they could simply say so - "There are currently no plans for a Tech Board." End of story. Hopefully, though, that's not the case.
As mentioned, I don't think that music necessarily provides a platform for consistent, engaging discussions. It's somewhat of a one dimensional topic. Many of the threads seem to be some variation of, "Do you like this artist/band/group", or "What are you listening to?"
Repeatedly on the OT, we see multi page threads discussing Android vs iOS, new laptops, HDTVs, Windows vs OSX, broadband, computers, router help, Verizon/AT&T/Sprint, and so forth. Just like politics, technology provides an opportunity for engaging, in-depth discussions. Every major news outlet has a dedicated section just for tech related news. It's a dynamic topic, with tech related topics making headlines on a daily basis.
I think it would be a bit of a stretch to suggest that a tech board would fair as poorly, in terms of activity, as the music board.
