So excuse my ignorance but what does this mean exactly?
Are they essentially cut or is this like the NFL's version of a "redshirt"?

The Eagles placed running back Matthew Tucker and punter Brad Wing on the non-football injury list after the rookies failed to pass conditioning tests, according to an NFL source. Eagles rookies and selected veterans reported to training camp on Monday and will participate in their first practice on Tuesday. Coach Chip Kelly had 30 players run through conditioning tests this morning and Tucker and Wing did not pass. Tucker, undrafted out of Texas Christian, was the only running back to report early. If Tucker isn't taken off the non-injury list by Friday, the Eagles will have only four running backs -- LeSean McCoy, Bryce Brown, Felix Jones and Chris Polk -- for the first full squad practice. Wing, an undrafted rookie out of LSU, entered camp clearly behind veteran ounter Donnie Jones. Both players will likely have the opportunity to pass the test on Wednesday. Failing on the first try was obviously not the way they wanted to start their first NFL camp.

They didn't pass the physical or conditioning.
Its not that big of a deal. Injury not from football.
