Can someone in energy industry shed light on Canadian flood damage?

WTI-Brent spreads have narrowed substantially and I am curious as to how much of that is attributable to the Alberta flooding vs. positive manufacturing sentiment domestically. I am not really able to find out how much current capacity in pipelines was affected other than in general terms from articles.
