True, but I believe that was the point. If they don't have to burn through their limited scholarships for their LA players, they can use them to attract more OOS players.

Wrong...if you don't have to give schollies to in state kids, you have more schollies for out of state kids, thus they benefit
Yes, it is an advantage, and has been for some time. Its a common gripe from the gumps, but what's the alternative, not make athletes eligible? Thats fricking retarded.
TOPS is something all high school students in La are eligible for, athletes should not be excluded. It wasn't put in place for or because of athletes and in state schools, but it is certainly an advantage.
