I have an xpress 17' bass boat with the hyper lift hull, has some V to it, i can get out to last island in 2'ers. Now, its not ideal but its all i've got (student loans 
). If i was in a position to buy a used bay boat, i'd sell you my bass boat. It does great for marsh and fresh water fishing.
Id tell your dad to look into a fiberglass 18'-22' if he wants to go out in GI...you can still get a lot of places inshore too
