What's the interest and fees on your LA tax obligation? Maybe it makes sense to see if you can borrow enough to start the payment plan with the state so you can at least get back to driving.

My guess is he didn't remit the withholding taxes he deducted from his employees' pay to the feds and the state. He kept that money to finance his business operations.
It happens frequently and when the business owner gets caught doing it he tries to make himself out to be the victim rather than the perpetrator of a crime.
