Out of the 76 actors who have won the Best Actor Oscar, 31 of them were under 40 years old. I agree that 40 is a pretty old cut-off point to be considered an up-and-coming actor. I would say 35 would be a better cut-off point. Most great actors usually have broken through by that age. The ones who haven't are usually great character actors and not leading men. Humphrey Bogart and Spencer Tracy are the only Hollywood actors that I can think of who became stars after turning 35.
