I think so. That's what made Drogo and Dany marrying a dothraki Khal so important. It'd be pointless if she married him, tries to take over Westeros by using Drogo and the dothraki only to be defeated. Marrying Drogo gave her the resources to at least put up a damn fight to take back Westeros.
And once she got to Westeros, there would be some lords and cities still loyal to her. So she would get some of them too. Dorne??
