Interesting. Viserys, IIRC, seemed to believe that House Targaryen had dragon's blood within them period. Now, he was clearly mistaken about multiple things, so he could be wrong, but he could also be a bastard. The way the GoT universe treats bastards is entirely context dependent (see the Lannisters vs. Jon Snow), and without knowing much about their sire (other than the fact that he was called the "Mad King") it's difficult to ascertain whether he'd try to pass off an illegitimate child as a rightful heir. I guess all things being equal the simplest explanation is Viserys was a bastard, but I'm not so sure I want to put all my eggs in that basket as of yet...
