If you're actually elite, it is absolutely harder to win, but if you're looking at what a team has to do to win a title, if you're below that truly elite level, basketball becomes easier.
For example Kemba's UConn team would be playing in some equivalent of the Music City bowl if they put together a resume like that in CFB, but in CBB they were allowed to get hot and win a title.
This year 3/4 of Final Four wouldn't have a prayer of being selected for a 4 team playoff. Therefore it was easier for them to win the title than it would be in football.
