The expansion covering up the exterior of the stadium is on the complete opposite side.

Looks like SEZ expansion foundation.

Footing for something really big. They were also digging a giant hole in the middle of everything today.

That is a footing. The sides are forms. The columns are sitting on top of the footing foundation. And it's got a ways to go before its completely formed on grade and ready to pour.
