It is rather ambiguous, would they say 'I've never had a great meal there' also?. 'I've enjoyed everything I've had there' is a better endorsement.

"I'd rather lick the ear grease off a pay phone", or "I'd rather chew on aluminum foil" is somewhat less complimentary, but very clear.
