More like incoming freshman. Past experience of one or more of his children has told him they didn't receive any in the past so they went home crying to daddy and he had to use up some favors to get them some. He wants his favors used for his own wallet.

He actually called me today. I still don't particularly agree with all of the bill, it was nice for him to call. He had a lot to discuss.
