Tagliabue vacated the punishments because he saw it for what it was -- a blatant attempt to make the Saints scapegoats for what was common practice in the NFL.

That's just Saints homers making sh!t up. Tagliabue vacated the punishments because in a violent sport, there is no way to prove what hits were bounty related hits, and what hits were just normal footbal hits.
