Sounds like "your friend" has no business getting a CCP in Texas. Depending on where and who does the the CCP class he could be screwed.
I guess it doesn't matter whether or not you believe that it is actually a friend or not. So just to avoid the I think he does protest to much accusations ill ignore it.
But I'll ask a question about me and aside from a traffic ticket or 2 I have a spotless criminal record.
I'm a LA resident looking to move to Texas soon so I was just going to get the Texas permit. Is it true though that Texas and LA have agreements so that a ccl from 1 state is good in the other?
I'd rather not waste a day driving to Texas to take their class if I can just take one in LA.

While he needs to get his shite together. In Texas he can legally carry the gun in his car "concealed" without needing a CHL..

If I understand things, that rule only means that a Louisiana resident can carry in Texas with a Louisiana permit. Once your residency changes, you must get a new permit in that state.

Not sure about TX but in Louisiana you have to be a resident for at least 6 months, and it cost $50 more ($175) if you havent lived in the state for 15 years straight. I moved to TN for Nuc Med school 8 yrs ago and had to pay it.
Also, something recently has changed with living in one state and having a permit from another. Some people were getting them online I believe from less restrictive states and using it in their home states. I believe the way it works is, most states will honor other states license, but you have to be from the state that it's issued now. Not positive because I cant recall exactly what it was, but I believe thats it. Maybe bapple will show up and correct me.
