I got him in the 21st round of a mixed league this week. But you're right, as the season gets closer, more people will be jumping on him early.

It took Rasmus 625 ABs to hit 23 HR last year 
I think if you are looking for a breakout, 30+ POP guy in TOR, look at JP Arencebia or Brett Lawrie.
IMO.
Rasmus will be cemented at the bottom of the order. Not sure how his run and RBI totals will look. Could hit some HRs if he gets the ABs, though
