What about the ones that haven't been dead that long? Surely not all of them died at the same time. And that wouldn't effect the urge to feed. Hell the zombie in Season 1 that was crawling without legs was trying harder than most of the ones in Season 3.

There are less "fresh" zombies than old ones at this point. Most of the population died early on.
