I'd add Penn State but I think they are about to sink into the abyss with the limitations they face for the next four years.
3 years. They already started serving the bowl ban and I believe the scholarship limitation already started as well. They still had a decent class this year even with all the negative pub.

Hackenburg and a few others propped up that class. Look at the offer list of most of the other Penn State recruits. When New Mexico is your biggest competition for a recruit you're in trouble.

The scholarship reductions start with this upcoming season. They already had their class in place for 2012-2013 season. The scholarship reduction and limitations are in effect for Penn State through the 2017 season. That's 5 more years of scholarship reductions for them. The program will be in shambles by then.

Penn State received a four-year bowl ban, significant scholarship reductions through the 2017 season and five years probation. It also must pay a $60 million fine and vacate all victories since 1998, when the first allegations surfaced against former assistant coach Jerry Sandusky. The vacated wins bump former coach Joe Paterno from the top spot on the Division I all-time coaching victories list. The Big Ten also stripped Penn State of its bowl revenue, estimated to be around $13 million, for the next four seasons.
