I agree with you 100%....she was invited over and wasnt trespassing. Sounds like the adult there was not watching them. Obviously they knew the dog bites or is mean if it was on a chain and not free roaming the yard with the kids...wonder if there were any other accidents like this before with that dog... I would start talking to other neighbors to find out if the dog ever went after them.
