Most of Spiderman's villains are nothing more than collection of guys who undergo some science experiment that goes horribly wrong and gain powers and then use them to become super-villains. It's a decent basic plot that is used in comics to distribute powers to bad guys to create "super-villain of the month" style stories. The problem is that this isn't how movies should function.
Outside of well developed characters like Green Goblin, Dr. Octopus, and Venom, few Spiderman villains have enough character development that can supplement a 1.5-2.5 hour movie. The Lizard had potential with the whole "Curt Connors is a tragic figure but the Lizard is badass villain", but they still needed to supplement it with the origin story to make it a movie.
Everyone else is either a badass villain with little supplemental (Electro, Carnage, Hydroman, Sandman, Vulture) or story-centered characters that aren't worth getting too excited over (Hammerhead, Kingpin, Kraven).

bullshite. It is generally accepted that Spider-man's rogues are at least #2 in the comic world.
