I'm not 100% clear about the power structure when it comes to the draft, but I'd imagine Loomis get's input from the defense staff on what they're looking for at each position, and I'm pretty certain Payton has the final say. So what exactly is wrong with Loomis being a cap artist?

I think Payton has the final say on all offensive moves in the draft, but i would think Loomis and the scouts give most input on the defense.
because there are GMs that do both? Wouldnt you rather someone that evaluates talent and can work the cap?
