I guess doing states and using their combined percentage wouldn't be a bad idea.
Clemson and South Carolina
Michigan and Michigan State
Oregon and Oregon State
Ole Miss and Miss State
I think USC/Clemson and Ole Miss/MSU are somewhat relevant
There's not enough grade A talent in Michigan and Oregon to really compare fairly to LSU's situation.
Florida/FSU
Texas/Texas A&M
Alabama/Auburn
MSU/Ole Miss
UGA/Ga Tech
USC/Clemson
Va Tech/Virginia
would be interesting since there's plenty of talent in those states (the top 15 is relevant)
Single States (talent rich states with only one major program) to compare directly to LSU are harder to find really
Louisiana - LSU
Ohio - tOSU
are fairly similar comparisons
Arkansas, Tennessee, Missouri, Minnesota, Connecticut etc are less relevant because even tho there is only one major college football program in the state there are not really the same numbers of outstanding college football prospects most years
