What are my options on a streamline Refi

I refinanced my house in January of 2011 and got a 4.875% interest rate. Then my credit score was at 750. I haven't checked it since but I haven't been late on anything so I'd assume its gone up a good bit. I've been told to call Chase(owns my mortgage) and do a streamline Refi and the closing cost would be a lot cheaper than a regular Refi. My house was appraised at $280,000 and I owe $173,000. I think my problem will be with a HELOC I took out with Capital One. I borrowed $20,000 and owe $17,500 on it.
Does anyone know what options I have? Should I pay down the HELOC before trying to refi or does it matter? Thanks, R.Head
