Pelican Club - more locals than most since it's on a side alley. Very good, and the prix fixe menu is very reasonable.
Cafe Amelie - away from the thick crowds of Decatur and Canal St, this gem is quaint cafe with a wonderful patio. If the weather is good, this place is great and fits your recommendation. Cheaper than Irene's, Pelican Club, Sylvain, and Muriel's, etc.
