Because the rule doesn't stop a review from happening. It prevents the team from throwing a challenge flag illegally from benefitting from a challenge.
In this case the Lions couldn't benefit so no review was done. If the Texans had challenged they would be flagged and it could have been reviewed and would have been overturned.
