I'm not saying that any QB with a good win-loss record in college is going to do well in the NFL. I'm saying that any QB with a mediocre win-loss record is not going to do well in the NFL. All of the good QBs in the NFL either won big or took terrible football programs and made them respectable i.e. RGIII.

Carson Palmer
Russell Wilson
Matt Schaub
Christian Ponder
Matthew Stafford
Andy Dalton
Brandon Weeden
Mark Sanchez

All of these quarterbacks contradict that statement.
