I have to ask this again: IF herr Godell found out about this after the 09 season and told Payton & Co to stop, and they didn't, and the NFL found out it was still going on last year, then why is Scott Fujita suspended if he hasn't been a part of the team since 09? He stopped by default, right?

Fujita was suspended in addition to the others as per the Rooney Rule.
