I've read in several places that the writers have stated they WILL NOT include flashbacks on the show...

I don't think that means we'll never see ToJ/ KotLT,"The dragon has three heads", etc, but it will be in the context of a narrative or relaying of the story from one character to the other...

I would LOVE to get my hands on the pilot, though, just to see what could've been...these pics haunt me...

I can't help but think this was a bone of contention between GRRM and the writers of the show/director of S1 ep1...apparently the director of the pilot had every intention of using flashbacks...

Though that looks nothing like how they described Brandon. Too old and too much like Ned IMO.

I don't see how they can tell Cersei's backstory without flashbacks. It just seems foolish not to include the scene that really explains Cersei's actions throughout the series.
