no, I don't think so, just giving you their reason not to...money. Steel poles can fail too.
I work as a consulting electrical engineer. Power distribution pole design is among the things I've done.
The National Electrical Safety Code (NESC) only requires the poles (in Louisiana) to be rated to withstand 60MPH winds. Only if the pole is 60ft or taller does it need to factor in extreme wind and extreme ice with concurrent wind loading cases.
