Are those sea walls causing overflow of the levees in that parish?

The towns are situated along the MS river levee for the most part (federal levee that has been solid for decades) and then there is a back levee (behind the neighborhoods) whith is a local earthen levee that keeps the tide and high water from the marshes out. The back levee was over topped and broke so the water rushed in and filled the neighborhood in 5 minutes all the way to the River levee....
