I can’t speak on wildfire but this part is definitely NOT a requirement because the blacksmiths of Qohor are the only ones in the world who can still reforge Valyrian steel and of course they don’t have dragons. Wildfire isn’t mentioned in the article either, but instead blood sacrifice.

As I said, look to the legend of Lightbringer and it all makes sense. The blood is needed for the tempering to hold the blade together.

There’s actually a running theory that the original Ice sword of the Starks was the original Lightbringer, which was the original Valyrian steel-esque blade. It is also theorized that this blade was lost in the Stark’s campaign in Essos against the Andals, only returning to Westeros later in the hands of a small, poor Andal house....the Corbrays. Now it is known as Lady Forlorn. Read the description on that blade sometime. It’s quite unique.
