That would depend on the 13 year old personally. But honestly if you are shielding your kids until high school these days you are making a big mistake given what they are going to see on the internet and deal with at school. That's not to say they should be reading ASOIAF necessarily, but the themes should not be out of line for them. Kids have to grow up much faster these days.
