I was thinking that Maester Luwin could've told Osha too and therefore she thought it was the safest place to go since it wasn't on the mainland.
There has to be a reason why GRRM is intentionally leaving out who Ned's mother was.
Hoping she wasn't a secret Targ.
That would be interesting if she was a Bolton too.

After 3 reads and way too much time spent in this thread, I have come to the following conclusion. GRRM leaves shite out mostly to frick with us. He knows how long it takes him to write, which gives us plenty of time to figure shite out. So we get all of these little red herring to throw us off here and there.
