Tien always trained as well; doesn't make him stronger than a sayain. The logic to bring Frieza back isn't there, no matter how you try to swing it.

Tien wasn't a universe known and feared death bringer horseman of the apocalypse most powerful being in the universe badass who never once had to face a challenge in his life until Goku popped a circuit in his brain.

Humans and Tien and Namekians all have limits to their power. Levels they cannot surpass, no matter how much they train.

Saiyans have no such limits. Neither do Buu or Frieza. Beings like Goku and Buu and Frieza are on a whole nother level. They transform and evolve as their power increases.
