I'm not sure if having a pure heart is required. Krillin was able to use it against Vegeta, but he couldn't ride on the cloud thingy in DB.

I don't think it's required, but I do believe it's a bit more risky if you aren't. An imperfect use, sorta like Goten's "Kamekameha".
Would you waste all that time for an attack just for it to flop?

krillin was a douche at first on DB, the older he got, the kinder he became.....probally after the fact when he realized that he will never be on gokus level.

Goku gathered the energy for it already and Krillin just had to give it shape.
