Can Loomis talk to SP while they're both serving suspensions?

While Loomis is suspended, will he be allowed to talk to Payton (football talk included) without having to report it to the league office and whatnot? Sorry if this has been asked before. I asked in the press conference thread and no one seemed to know.

Another question, seeing as Brees hasn't signed his contract yet and is technically "not employed by the NFL, can he and Sean Payton talk?
