My neighbor got U-verse and had the same problems because they were at the end of the service line. They waited two weeks and had the guys come repair it several times with no success. When they asked to be put back to their original service, AT&T told them it was no longer available. Apparently, they will repair and service existing non-Uverse customers, but once you change you cannot go back. Neighbors had to switch to a new carrier.

Hope you mom's situation is resolved without all this hassle.
